But the EU's support faces considerable challenges: a humanitarian emergency, destroyed energy infrastructure, nearly 9.4 million displaced persons within Ukraine, and rule-of-law issues.
In a country that is carrying out reforms even as the bombs fall, the hope of EU membership remains the goal that keeps many Ukrainians going.
